Jagex aren't stupid, this is not gonna work in every case. They can probably determine a hijack botting if you send it like that to them directly.

Does anyone know a scenario where extreme junk could be useful? Example, an item which is set in GE for about 25K ea and only requires materials worth ~5K to make, where could such an item be useful?

You clearly don't know much about this community, since you're new.

No they don't lol. If anyone can provide enough evidence that somebody scammed, they will be forced to refund or be banned regardless of rank, age or organization.
