You can buy scimitars up to mithril at al karith. Rune scimmy should not be a big deal since trading post. Full iron, the best is to go to a world with a lot of players and ask around in varrock or you use the trading post (it really sells quick). Also i would recommend you to do the waterfall quest for instant 30 att/str ^_^

To be honest i have no idea. I googled a solution and found this. It worked for me so i shared it with you
Go to: -> settings -> connection -> manuel set up -> leave everything standard BUT MTU -> change the MTU from 1500 to 1473 -> Check the internet over the ps4 -> log in to PSN It should be working now. *Important: If it still does not work, change the MTU back to 1500. You're welcome.
