You are allowed to change your ToS. You are not allowed to change it freely whenever you want. You must have a ToS, then have that ToS approved by a moderator. If you chose to change your ToS in anyway other than capitalization tweaks then you most report your thread and notify the staff to have your ToS reapproved.

You only get proxy banned for alts if you have botted on your main prior to that incident or if your main interacts extensively with your alt. Even then it's really rare.
