It does indeed not support the GE to restock itself. As for the order; the script uses timers to determine which patch to interact with. If two patches their timers would denote that they both would require any actions, the patch first in line would be interacted with first. I'm afraid that's a negative.

Make sure to carefully read & follow the startup instructions as stated in the OP. It sounds like you're most likely not adhering to them entirely.
