so, you -uninstalled it from control panel -deleted files if there are any from %appdata% (local or roaming) -deleted registery keys(none left) ? install again now, and see if it works now, if it doesnt, idk

did you try uninstalling it via control panel and check if there are any registery keys left? (press windows key, type regedit)
