nah it isn't matter of VPN probably someone trying to recover it over and over again. if my memory is not mistaken back in 2009 i had a issue like this where someone kept hacking this account the same account over and over and i kept changing the password and i had to message runescape to it to be unlocked cause it was locked or perma locked can't even remember it properly
