Lowcpu is your issue. The bot's not actually lagging either as far as I'm aware, it just slows processes down to obviously save cpu. Don't use it if you don't need too, it causes problems.

Have you enabled lowcpu?

It's normally due to 2 accounts on the same world on the same IP but I've noticed it to happen when dc'ing. Normally fixes itself.. I believe some are lucky and have been able to delete/edit random.dat to remove the cap but I've never had much luck with that.
