So basically I bought an account from pakalu papito he says he bought it from Jenkins well the account was recovered, Im not sure who is to blame so Im just going to post it here I see pakalu papito is banned but im not sure of Jenkins so yea.

Basically they are telling you the dispute was closed in a friendly manner meaning it was closed because everything was settled. So with that being he cannot re open the dispute it is settle.

He cannot reopen it he can chargeback from his credit card if it was paid with a credit card but since paypal closed the dispute in your favor then paypal would have to handle the CC dispute not you.
