Don't think reinstalling Windows is going to fix this problem, the reason he doesn't get any error codes is cause it's crashing due to a hardware failure which Windows doesn't recognize, it's very unlikely that Windows is the problem here.
Sounds like a hardware issue, I had this a while back, I've replaced some components here and there since then and it doesn't happen anymore, no idea what the actual issue really was. Your best bet is replacing the PSU imo.

OT: If you can install Java there is a setting in Chrome that you can enable that lets you play Java applications in the browser again.
