The situation you're currently in was not taken into account, and that is exactly the reason why we instated the global TOS, to have something to fall back on when things are overlooked by a staff member or a TOS is interpreted in the wrong way because there are so many loopholes in a personal TOS. But he obviously can't keep the money for work he didn't do. The global TOS override this one in case it is used as an excuse to scam, in that case it will be determined by staff who is in the right and if a refund is in order.
