When the seller appeals for recovery jagex can see from what IP the appeal comes from. If the IP matches the IP of the place where the account was made he will win the account 100%, even if he gave you all correct details of the account. The safest way would be to create a fresh level 3 account under your IP and let someone level the stats.

Mootrucks Posted June 14, 2016 Posted June 14, 2016 As already stated, either paying for services or paying the premium to buy accounts from very trustworthy people is the way to go, while some non trust worthy people may be legit it's not worth the risk.
