When the seller appeals for recovery jagex can see from what IP the appeal comes from.

If the IP matches the IP of the place where the account was made he will win the account 100%, even if he gave you all correct details of the account.

 

The safest way would be to create a fresh level 3 account under your IP and let someone level the stats.

so True and not only that. if you know the first password used or isp provider, it will be hard evidence too.

As already stated, either paying for services or paying the premium to buy accounts from very trustworthy people is the way to go, while some non trust worthy people may be legit it's not worth the risk.

Never safe, just buy on trust really.

Try recovering the email you have gotten with you and see if you can do it without using the actual details. If you can then the OO most probably can aswell
