I need help getting my account back

So basically I am a dumb irl and I wrote down all my account information on a text file on my desktop. Even my last four numbers on my creditcard wich I used to pay membership with. 

Now this "friend" of me copied my file in some way and has all my information.

When i recover the account he just steals it back and so on and so on, it never stops. 

What should I do to get it back so it is safe and he can't ever take it back :/ im desperate

I'm not 97 psychology yet :/  

Is the account worth a lot, if not just take everything off it and let him have it. If it is contact Jagex.

wait a bit like 1-2weeks, dont take it back.  then after those weeks try to recover and see if it has bank

it's a maxed cb account with fully quested, f cape, void, etc 99fletch 96 wc. I already stole 100m first time that i recovered. It has been 1 month now I guess he's not expecting anything so maybe it's the time to do it!
