As of late, it seems Jagex has stopped issuing bans but I do see a few people here and there still getting banned. Edit: Seems the consensus is that Mod Weath (AKA bot executioner) is on vacation and this is why bans have stopped. Any more information regarding this, or when he comes back would be appreciated, so we can all turn off our bots, lol.
