For a majority of the time, an account in question is manually looked over by Weath before the ban is applied.

Flagged delay ban goes from your ip doesn't it? If they did that and he changed his ip every hour or two he should be fine?

Highly doubt it. account probably already blacklisted. All IPS on account will be flagged and banned for.
