In theory yes, but JageX rarely does it.

Really? I thought it might not be an offence due to it being an implement in the game.. like i'm not doing anything wrong technically, am I?

I highly doubt it

AFKing is allowed, as jagex stated it plenty of times during their livestreams over on twitch.

Afking is allowed, so is splashing.

 

Jagex has said this many times, on youtube/website/twitch etc...

From the RuneScape rules:

"AFK training is Away From Keyboard training. While you are playing on our games, you must be at the computer. Away-from-keyboard training is not allowed, and you should log out when you leave the computer."

In general AFK training is not allowed but splashing is actually allowed :)

To clarify, Jagex have in the past stated that afk training is not allowed, and I've heard of people getting banned back in like 2007 and 08 for afk training at bandits. Now however, I haven't heard of a single person being banned for just afk splashing or NMZ in OSRS.
