There was already a poll for this and it failed, so no you can't , rushers often wait until the right moment to rush, often people just make new accounts when they get to a high level.

No you cant block exp

but you shouldn't say no to extra str exp, it always helps 

Once its too high level you can always turn it into a zerker or something anyways I think
