I haven't seen a script yet that says monthly, I they mostly say "Base." does that mean one time pay or monthly?

Just picked some random examples on the store page to give you an idea of what a monthly script looks like. For monthly scripts you have to pay the initial price (in green) when you buy the script for the first time, then for every month after that you pay the recurring smaller price.

 

In terms of one-time fees, you pay for the script and it's yours until the script is removed from the store.
