This is basically saying if you have a bank over 5m, we can scam and not have to refund you. There should be 0 risk involved if it is 5 or 500M, you hire the workers, you are responsible for them. You are getting the vouches when the service is complete, but you don't want the negative/neutral is they get scammed?
