I think what the person is saying is he has 38.5mil worth of runes and prayer pots ready but if a service is undertaken wants it covered, ie. insurance.

 

My guess is Nos bring in Roomscape. Make the service provider give him the equivalent value of the runes/prayer pots in GP. That way if he does scam etc you can get it all back via Roomscape as having 38.5mil on an account to do a service which would require full bank access is fairly risky.
