Quite possibly.

Usually in the past I've seen that when two people own an account, and one trys to take full ownership, so they both keep recovering the account.

 

Unlocking an account usually takes the person recovering the account to be on the IP address the account was created on *MOST OF THE TIME*

 

I've also seen it when you change your password too many times in a day, or let someone else use your account.

I.E. Change your password, let someone use your account to do firecape for you, change your password again.

Yes, Chances are if he's already banned then he figured he had nothing to lose and took his account back. Unfortunate for your loss.

either he emailed them,, or jagex system noticed the change in IP'S and locked the account

Two things,

 

1) The account was lost distance from you, and suddenly you log-in after the last IP making it to lock itself.

 

2) He is attempting to recover his account back.

Its locked atm u or the other owner can recover it keep trying for it. he cant log on it either.
