Can lagg / low fps lead to bots getting banned or an ip getting flagged?

If you mean, you get a lag spike on login then when you relogin you're banned? If so, that's how you get banned

It's not a lag spike, it's just them disconnecting you from the game.

When your banned, you do not recieve it until the NEXT time you log in, it gives the server a chance to register you ban and update it to your account which it can't until you log out.

 

So when you log back in, disconnect, banned
