As they maybe dont have access to paypal and real life money but have alot of in game currency and so this is the affordable way. Overall i think this is a good service Rare is offering.

Exactly.^ Not everyone has acess to a PayPal account. And brings your not selling the gold for PayPal you have absolutely nothing to worry about in terms of chargebacks. Etc.
