You can also try using a VPN or proxy and see if that fixes your problem.

I have the same problem as you atm.

maybe you have an over-protective anti-virus?

and you can add an exception to your av by googling "how to add an exception to *you av name*" and replacing *your av name* with the name of your av :P

It's good that you have JDK installed. However you also need to have THE LATEST Java itself.
