Hello, I tried managing my purchase 2 days ago to cancel my VIP from re-subbing but it wouldn't work and wouldnt give me the option to cancel so i removed this payee from my paypal in hopes to not be charged but i was still charged! can it please be cancelled and refunded

If it was removed properly on paypal there is no way osbot can charge you for it, check it again 😉
