I personally use https://proxy-seller.com . They ask everyone for the purpose of the proxy usage. For example Gaming -> RuneScape. That way the proxies are not given away to another Person botting RuneScape. I barely had any issues with bans using the proxies so far. You just have to make sure that the account you made/bought either rested oder uses the same country as a the proxy location.
