Does the location of a proxy matters?

I'm going to buy some proxies but I'm not sure what location it's the best for runescape, I'm from chile, does the location of a proxy matters?.

only matters if you'll be botting things that require a fast reaction time like zulrah or green dragons

I highly doubt that. If you believe in flagged ip's and such, they _might_ be able to flag a data center at one point - But that doesn't mean they insta-ban.

I just use US located ones in major hubs on the east and west coast.
