Almost everyone has 100% positive feedback if they are not banned. The only legitimate reason you could give someone negative feedback for is when they scam you, but that is pretty pointless since the person will have been banned

Let's say they take 10 days to complete when they say they'll be done in an hour, or they messed up your service, then you can leave negative feedback. Neutral would be like if they completed it but were rude or such. kind of life Violent did with Cory and now with a different member he requested some stuff be done and violent doesnt want to do so. he also apparently let someone else on corys rs account.......... lol
