Paypal chargeback

Even if someone says this, is it still possible to chargeback?

 

I can leave a note like this: I, (my name), am sending the payment of (payment amount), which converts to $## USD, to the seller your name,, who has sold me the following goods:
- (x1) 50M Million Gold Coins (50MM) - Virtual Game Item

I acknowledge this payment is non-refundable and I will not attempt to Charge Back the money sent to the seller at any point in the future.

How would that defend you if they use a hacked paypal acc

Paypal has changed alot on their policy on virtual goods, I have actually lost a few an won a few its just trial an error.

 

one of my tips would be change your password an whatever other info you feel like changing from another IP an than change it again from your IP an say that your paypal was compromised but you didn't notice. Believe it or not paypal will look into it an see that different IP logged in an will refund you it. I have won few disputes like this from things I bought an was scammed for.. like bought a CSGO knive guy removed me an out of luck i won
