Explanation: Was buying 300M OSRS from this user for $0.85/m via PayPal family and friends. Sent the user $85 for the first 100M and received it, then proceeded to send $170 for the last 200M and the user declined trade and blocked me on Skype/deleted messages

I've placed the user in TWC and asked them to reply here. He has 24 hours to either refund the PayPal transaction or trade you the gold or he will be banned.

Seeing as the user has been online and viewed this thread, I've gone ahead and banned him. If he wishes to return he would need to refund you the 200m or the amount of the PayPal transaction. Sorry for your loss.

Since your paid for the transaction in PayPal, you can attempt to chargeback the payment for the 200m. The recommended way of doing this is calling PayPal. @loop7
