I just hide NAT myself behind one of the public IPs in the range. Same problem you can have with proxies, you can't be sure it's used for botting already. He means Hardware ID I believe, different to the mac address, but mac address is probably worth doing too, anything that's individual to each PC. Honestly I have no idea, but other games out there will use a HWID as a tool to recognise repeat hackers. If Jagex got smart maybe they started using it too.
