Anyone know how the owner of an acc can recover the acc so it will be unbanneD?

if the account is sold and the account is banned on a proxy ip or another ISP other than the original owner - the original owner can recover on the ORIGINAL ISP and claim it wasn't him and usually if the appeal is accepted all bans on the account are 'quashed' as it thinks the original owner didn't commit them

I wouldn't pay anyone to help you do this unless you're paying the original owner of the account you bought.
