They either appear after 30 mins or 1 hour.

No it doesnt appear.

Jagex has set it that if an NPC kills a player, he/she can come back within 60 Minutes ( 1 hour ) and loot it themselves, else the loot disappears.

Where do you see this at? Cause i've looted peoples loots MULTIPLE times in dks and also arma.

Dont know what runescape you play, but on OSRS doesn't.
