Some basic trouble shooting.

1. www.java.com  - Make sure it's installed
2. Download latest OSBOT.JAR in the forum header > click "Download"
3. Right click the latest OSBOT.JAR and "Open with" - If Java isn't in the list - browse more applications & locate java usually in one of these directories "C:\Program Files (x86)\Java\jre1.8.0_111\bin\java" or "C:\Program Files\Java\jre1.8.0_111\bin\java\
4. If the .JAR application still won't open with Java, try running this JARFIX
