He has not responded to me on skype nor OS Bot forums. He's read my PM i sent on the forums also. No progress has been made on the account since Jan 6th. I was told it would take 2 weeks to complete. I purchased the service on Jan 1st. Today is the 14th and he's done only a few of the stats as I see defence is still one of the many skills not complete. It doesn't seem like he cares, no. I'm sorry for you loss; I've gone ahead and banned him. Should he wish to return he'll have to refund you first.
