I'm assuming he isn't a vader cause your explanation suggests that he scammed you rather than him being an 'evader'

I wanted to check with the seller I normally buy from, so I told him to hold on and not to start yet.

He decided to start making the accounts, even though I told him not to.

Ok seeing as he told you not to make them, there is nothing I can do as he clearly told you not to continue. Therefore I will remove him out of twc and he will not be compelled to refund you.
