Upload it to a website like imgur, once it's done uploading right click the photo, select Copy image address, and paste that into the avatar settings. You can't upload pictures from your pc.

    This. I had the same issue, and got it sorted by uploading the image to imgur and using the link instead of uploading it straight from my pc
