If i'm honest I think the ban rate is pretty high, but I'm working on an anti ban mode to help on that which I hope to be available soon. 

I think its to do with the fact that the script runs at max xp/hr the whole time its running, which is pretty unrealistic.

I used the bot on my other account i went from 1-89 in like three days with maybe one break? i have previous accounts perm banned for different scripts also. made a new account and im training fletching, just like the skill cape lol. if i use the script again for maybe like 5 hours at a time, and fletch legit do you think i'll be good? any input on this?

Depends, I botted a couple times 1-99 fletching with no problem depends on how long you bot.

I would say yes, one of the main ways Jagex determines if your a bot is by the number of interactions your account has with the runescape world. Fletching has very few interactions and often times they are not random, making it ever more obvious you are a bot.

I got banned at 93 fletching using CW fletcher. Good script though.

I had 3 acc's fletching with a paid fletch script, all got banned within 3 days

really depends on how long you bot for, i suicided 1-99 fletch and got banned at 62, on my other acc with lower play time 5-10 hours a day i managed to get 99 using the same script.
