If the override hadn't worked when I was demoted I would still have the ability to ban users since my last forum permission override was on the Moderator set.

@ Tagging doesn't work by the way :P And for the people saying I shouldn't have VIP permissions given that I am not VIP it's intended to be like that I believe, seeing as I can see the VIP/Sponsor/Donor section and post in it if I want. Of course, what I suggested would be a quick fix if it worked, but I would have a lower bump buffer than I am supposed to.

If you bother to look at 2 of the 3 disputes open at the moment you would quickly realise one user is owed a refund in one while in the other h owes the refund, and that thy haven't progressed because he isn't able to access RS. So yeah, the handling of disputes seems to be shambolic. /Sarcasm

That would be because they are publicly listed companies and they don't want their share price to fall. Temporary loss of customers impacts less than falling share price.
