Yep, you can restrict them from seeing the market section but the temporary feedback removal thing and alternative forms of it such as removal of public's visibility of user's feedback both aren't doable from what I know.

Always worth a shot to call PayPal a few times, sometimes they will say you are screwed but they aren't that consistent so you might get a sympathiser that will rule in your favour.
