Yes, each proxy has its own unique IP address, no one but you has access to it (unless you share the login details ofc).

On the oldschool runescape site it should list the last IPs that logged into the account? Not sure though.

Mules can be banned for "Real World Trading", but generally this doe not happen. Though, I suggest using a throw-away account as your Mule as RWT on a main you care about is a bitch, even if it rarely happens.

Maybe it's a re-sold/used proxy but i don't want to bring lemons in discredit. It could also be within a flagged IP range, which is known to be used by botters.
I do not resell or sell used proxies to unsuspecting customers. All IPs are fresh, not like this matters anyways. I can guarantee with 99% certainty it was because you were using a poorly written script, or a high-ban rate method.
