It's more risk for the buyer than the seller since Jagex can track the wealth on accounts. Since they buy bulk gold = more wealth on their accounts. They mark it up to account for bans / being killed. Once you sell the gold to them you have the money in the paypal and if you were to get banned then no big deal. If they were to get banned they are out the money they sent you AND the gold they just bought.

The reason why they offer so low is because the risk of selling it. Plus the prices are unstable.
