Actually you can. As long as the person has over 1m 07 value in the account. That is the rule. "An example for risk is doing a firecape service for someone, on an account that contains more than 1M RS3 GP or 07 GP"

Depends on the Cache of the CPU, clock speed, cores, gen, mobo, RAM, ect. Everyone things a computer is all about one part that gives speed, when its the whole PC that combines. If you had an i7 4770k, and a GTX 450, then you would be limiting the PC to the stats of the 450, because its old and not powerful

Stats really dont matter. If you think about it, if your stats are higher than someone, they make you X. So honestly you wanna be around the same stats. The staker i have for sale is 60/71/1 and i win most of my fights. There are small things you can do to increase odds, but most people know them, and you cant get away with them. I know my stuff about staking, as on pre-EOC, i had about 8b from staking then got banned for Dicing.
