Don't really understand your question about armor but i'll try to answer. You can get most of the armor you'll need at low levels from shops around al kharid/varrock/fally/barbarian village. As for "combining/feeding" armor together, that is not a thing in oldschool rs.

Multi-logging different worlds is 100% legal. Same world with accounts interacting is frowned upon and possibly against rules. Very very rare to get in trouble for it though.
