It's not the easiest to find runners. I've tried before and it was annoying.
Same with crafting and herb.

Yes. Took me 2-4 weeks with superheating iron ores. Mining is easier to get than RC. You can powermine with mining, there's no real way to power RC, aside from having runners which can prove unreliable at times.
Isn't there that big banner at the top of the forums letting you know if the bot is up or not? I'd say the post count requirement is a decent idea, but it may encourage spam on the forums.

Mage, WC and Herb are all easy stats. it took me no time to get 99.
I actually like Agi. It's not that hard.
How did you put RC but not farm? Prayer is too easy. I can get it on a level 3 account fresh off of tutorial island so long as I transfer money over. It's a buy able stat, those are always easy.
In 07? Yeah, I guess it's kind of hard.
