In what way would this help with bans? OSRS banning system is almost entirely server based, what you're trying to prevent is client side banning.

That's a datacenter proxy, if you're wanting to bot tutorial island, I would recommend looking into residential proxies. However, residential proxies can be quite expensive, so you're better off just buying tutorial completed accounts from another botter, as these accounts are quite cheap!
