I've been playing OSRS on my one and only IP for years. I've been banned for RWT and botting. Your accounts don't get instantly banned when creating now ones.. Jagex wants members and membership money, so you're always free to make a new account and play within the rules. Only time I got banned for botting was when I ran like 4 green dragon killers on a VPN and when I botted insane hours/day, like 15+. But I feel like you got unlucky, sometimes you do get banned.. But I feel pretty safe when botting xd. Also RWT'ing, I still do it a lot, but never get banned again. Try to stay off radar. Use breaks. Don't bot insane hours.

They wait till you log in.. It's nothing strange about that. That's how they often ban. They wait till you log back in and flag your IP.

Run a virus scan, change your passwords, secure your accounts you have anywhere that's important. Put 2-step-verification on those accounts, add your phone numbers, install the Authenticator App on your phone. Secure the gmail account, add an alternative email address, link your phone number, put 2-step-verification. Once your gmail is secured, start recovering your account. You don't get banned because of OSBot... you get banned because of botting, not using breaks, not changing IP, using a shit proxy/VPN, stuff like that.. just saying. I only got banned twice. Once on an account I botted a lot on and then started doing cannonballs for 15h a day lol BotWatch system didn't like it. Second time tried to start goldfarm with greendragonkillers on a VPN with a friend. Like all 4 accounts got banned in 1-2 weeks (made break even or small profit xd).

Seems like the limitation cannot be removed from the PayPal account. Either call them or email them about the situation and what you should do next or ask them to unlink bank/card info and get the money off it. Then you can close your account and make a new PayPal account.
