Title says it all basically, the account has 100% in Hosidius House in Zeah for the Tithe Minigame 38 Farming is the only skill trained above 1 other than 10 Hitpoints.

There is still boosting clans going around, it's just hard to find one because they are patching it within the next update or two (confirmed by JaGex Moderator). I'm currently looking around for one, and if I find one, I'll let you know. I have others looking for one too.
