That means you did Plague City manually and did not claim the teleport reward at end, Jungle Potion on accounts with low hp is definitely not recommended as you can run Witch's House before it for 24 hp, completion of previously started quests is not supported on all quests atm but you can do Jungle Potion the required items from the start + teleport to karamja + volencia moss which you should have on stage 8 and start the script in debug mode on karamja
