You need to purchase VIP through the store tab on this website. Afterwards, the client will allow you to use mirror mode. Then you need to go to http://osbot.org/forum/forum/318-releases/ and download the latest version.

No, open osbot in mirror mode and it will hook onto the proxied OSRS client. You'll need to repeat for the 2nd window with your other IP. Unfortunately since its BETA theres still some issues with running multiple proxified clients but luckily for you I think the two accs should be cool
